Because it cost less to manufacture in mexico than it does in japan. I belive what you said might be possible if not the correct answer to your own question.
If your VIN starts with 3N then you have a car that was assembeled in Mexico, most B15's I have seen have a VIN that starts with 3N. The parts for the B15 probably come from a million other places.
Most important is that the engine and tranny are from Japan. Its gotta be cause there is Japanese language on the engine and Hitachi parts but what about the other stuff like starter, alternator ect...?
