What is exactly the standard procedure to unlock it? I always seem to have to mess with the key for a minute and a half until it finally comes undone.

The way I understood it, is that you can lock the wheel when the key is removed from the ignition.

While the wheel is locked, the ignition key can not be turned. So (my dad uses the term "unclamp), turn the wheel in the direction its willing to move (may have to put slight force, b/c no power steering when car is off, and plus it can only go in 1 direction once its locked); hold the wheel, and turn key ignition. OK now your free :D
REMEMBER: HOLD THE WHEEL while turning the key.
edit note: Move Wheel First, Hold Wheel, Turn key.

Yeah without knowing how to get out of it it can be real worrysome. I once had it happen for the first time in a gas station 400 miles away from home. I stopped, got out, and when I went to leave the car wouldnt start. It happened again and a friend showed me how to get rid of it.

Just tug on the wheel in one direction. I found with my car I always pull down on the left side and it seems to work but that may have to do with how the wheels are turned. You'll feel the wheel move slightly, then you can turn the key and get it started.
