In Az, only dealers are allowed to purchase police seized vehicles year-round. Once in a while they open it up to the public, if they have too many vehicles to store somplace...
I am not sure if you are looking for an ex-squad car or a regular vehicle that is being sold at a "drug seizure" auction. If it is a squad car you seek, look no further than the web page at the link below. They sell reconditioned police-package Crown Victorias to the general public, as well as other government agencies that cannot afford new ones.
They have a 2003 Police Interceptor with 60,000 miles listed at $13,500 -- including a new paint job. If you can afford the gasoline, driving a late-model cop car would be a great way to get around with little chance of being stopped.
