Fuel pump?
Everytime I park even slightly uphill, my car wouldn't start after. I always need to pump the gas in order for it to start. Sometimes about 5-10 minutes...

year/model b15? sounds like something is worng here, but not enough details. if you have a qr25, are you priming your fuel?

I live in California. I have an 05 Spec V. What do you mean priming?

you have a specv, which as no return line. whenever you turn your car off, you have to wait at least 10 seconds with the keyOFF before trying to start. so something like this:
1-keyOFF for 5-10 seconds 2-keySTART for 2-3 seconds, fuel pump ringing 3-while holding keySTART, press clutch pedal to startup motor. if this doesnt work, you may have something else wrong, or other pressure loss or leak in the fuel system. there are nissan repairs kits and recalls, so check your vin for any recalls your vehicle may have missed. does your car 'put-putting', like is trying to start without starting, or say does the motor just spin without firing/vibrating for a few seconds, this could be your cam&crank sensors as well, these are common issues.
